Being uncut or cut does not make any one person's penis less or more hygienic. Whether or not a person frequently cleans their penis and/or exhibits good maintainance and grooming of their genetalia and the region surrounding it, DOES determine how hygienic a penis is.
In other words, you can be circumsized and have a dirty penis if you don't wash it often enough due to lacking the self respect and personal hygiene skills. Ultimately, having or not having a foreskin does not the dirty penis or dirty person make. How clean you are as a person determines how clean your penis is.
As for Beckham, the only reason I could think of for suspecting he is circumsized is that he has Jewish roots, and British or not the same rules usually apply. However, I am not sure how serious he is about his Jewish roots, if he practices Judaism at all, or if he does how much, and in this day in age, having Jewish roots does not always mean a man will definitely be circumsized.
